Each bounce gives +1 Skill at the basic rate in +1 Stone Skipping. Throw a stone, let it skip across the water, and watch the Skill counter move. Pads and timed effects can make a larger number appear, so check those before assuming the basic rate has changed.
Note your Skill total before a throw and after it finishes. If the tutorial asks you to reach a level or stand in a training area, follow that instruction while comparing the result. You might see +3 float up while standing on a pad labelled 1x Skill. That happened in one gameplay session, but several other progression effects were visible at the time. Read the Skill total on your HUD before and after a throw to judge what the pad does for your account.

Skill is part of the throw-and-train loop. Training and leveling help you throw farther; reaching farther zones gives more Wins. Since each Skill point has no stated fixed distance value, judge training by the result: can your typical throws reach the next zone more reliably?
Pick one milestone and test it. Make a few throws with your current stone, train, then compare a few more. If Level rises but distance stays about the same, check whether you changed stones, boosts, or pads between tests. If you start reaching a farther zone consistently, that is a more useful sign of progress than the Skill total alone.
Read the Rebirth panel carefully before confirming. The panel warns that it resets Level and Skill and shows an example of a stronger Skill multiplier.
